OBJECTIVES OF THE PROGRAMME The mission of WHO’s Health Emergencies Programme (The Programme) is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations

DESCRIPTION OF DUTIES Provides technical input to the Supply Chain Manager in managing and implementing the operations as it relates to the administrative, financial, human resources, information systems, logistics, building management, safety, security and all other operations related issues. Serves as the WHO technical focal point for the day-to-day operations of 3PL services with the commercial warehouse management provider. Ensures all necessary permits, licenses, accreditations, and registrations are in-place and approved by local authorities to ensure WHO complies with industry and host-country best practices in the proper storage and distribution of medical supplies and pharmaceutical products including controlled medicines and dangerous goods. Supervises and guides WHO Dubai logistics staff and gives proper task instructions, manages and evaluates the technical performance of WHO Dubai staff with the aim of improving their performance as well as keeping the staff engaged and motivated. Monitors the cost and schedule of all operations, ensures that WHO policies and procedures are adhered to, implemented, and followed. Ensures the ultimate success of operations for emergency response under the guidance of the direct supervisor. Works with the Supply Chain manager and head of Procurement to develop forecasts and demand planning analysis to identify the products required to maintain readiness. Act as a focal person to advise on any quality issues related to the storage or shelf-life of WHO-procured pharmaceutical products, medical supplies, and equipment and takes the lead on quarantine, drug recall, and disposal actions as needed. Serves as the focal person for the safeguarding all documentation and acts on behalf of the Supply Chain Manager as the authorized person to sign all local documents. Provides Green Light (GL) authorization when all approvals and documents are in place to ship either in / out the UAE. Prepares monthly activity reports as well as analytical and statistical reports to report on all activities done through WHO Dubai operations. Keeps records of all stock movements. Provides monitoring reports on a monthly basis showing the number of exported shipments to different countries, types and quantities of commodities with cost and weight and estimated number of beneficiaries for all items dispatched. Build and maintains relationships with local authorities for all communications with the local Governmental Authorities ( MOH, Dubai health Authority, Dubai Trade , Dubai Municipality , Ministry of Foreign Affair, Dubai Chamber of commerce, Dubai Police office , International Humanitarian City and other International Organizations) Serves as the focal point for all matters related to logistics operations, warehouse licencing and WHO Dubai staff administration in the UAE. In collaboration with the Supply Chain Manager disseminates communications with the International Humanitarian City (IHC) related to the management of resources, operations, and in-kind flight donations during emergencies, preparing analytical reports as needed to fulfil this role. Prepares and assesses the operational budget and provides input to the Supply Chain Manager to ensure timely adjustments to respond to emerging needs at regional and/or global levels. Prepares and monitors and track after receive requests for dispatching medicines / kits / general items/ vehicles to different countries in the region and across regions as per the current emergency needs. Works closely with the United Nations Department of Safety and Security (UNDSS) and/or Regional Field Security Officer to ensure the Minimum Operating Security Standards (MOSS) compliance, timely report on security related incidents, disseminate security and travel advisory information and arrange security briefings and training of staff. Undertakes End of Year physical inventory verification and submits relevant reports accordingly. Responsible for the petty cash expenses, maintains operating expenses needed to cover all warehouse running costs related to routine encumbrances. Follows the submission of the UAE VAT refund claim bills to the FTA on time and reports the same to EMRO financial department. Performs all other related duties as assigned.


Education Essential: First university degree in pharmaceutical science or closely related field.
Desirable: University degree in management or related field.

Experience Essential: A minimum of five years’ working experience in the area of operations management including at least three years of experience managing the international importation, storage, and exportation of pharmaceutical products within the Eastern Mediterranean region. Previous experience in securing the licensing and regulatory approvals required to import, store, export, and dispose of pharmaceutical products including controlled medicines and dangerous goods.
Desirable: Experience working for an international organization.

Skills ??Concrete skills in the management of operational processes related to pharmaceutical storage and international transportation.??Sound skills and understanding in the UAE customs regulations sound knowledge of UAE regulatory requirements governing the importation, storage and export of pharmaceutical products including controlled medicines and dangerous goods.??Pharmaceutical background, to maintain the GSP certificate for the warehouse

REMUNERATION WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 60,233 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3288 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
